Adelle Penn-Brown was born and raised on the island of St. Thomas, US Virgin Islands. After graduating from Charlotte Amalie High School in 1977, she moved to Omaha, Nebraska to attend Creighton University where she received a bachelor’s degree in Social Work. From there Adelle moved to Tulsa, Oklahoma in 1980 to attend Rhema Bible Training Center where she attained her divinity degree.

Adelle's passion and hunger for the Lord, along with the desire to fulfill His plan in her life led her back to St. Thomas to assist in the establishment of V.I. Christian Ministries. In addition to the US Virgin Islands, Adelle has ministered in Bosnia, Australia, Belgium, Kenya, Holland, Monte Negro, Dominica, Anguilla, St. Kitts, Tortola, and the Czech Republic.

In 2005, Adelle received her Doctorate of Ministry degree with a concentration in Conflict Management from Trinity Theological Seminary (Newburgh, Indiana). She is also the author of Surviving Your Seasons of Change", "When The Devil Says No, God Says YES", and "Now That You Are...".
